Regions in Talarra - A Guide
Each region of Talarra has a given representative or council (a mayor,councillor or otherwise). This person is in charge of both the town, and the land around it. They are responsible for these things:
- Managing the renting and selling of houses and shops in the town.
- Managing the region's finances (explained later).
- Approving permits within the region (explained later).
This guide is split into two sections covering Build Permits, and Renting/Buying City Houses.
Build Permits
In order to purchase a building permit plot outside of a city, a player must do so in a realistic rp fashion. These things should not be organised OOC except in the event of conflicts or complaints. There are three set sizes for standard building permits, and a further two sizes for farmland (dimensions given in width * depth * height).
Building Plots
10 x 10 x 20 ==> 8,000Crowns
20 x 20 x 30 ==> 16,000Crowns
30 x 30 x 30 ==> 24,000Crowns
Farmland Plots
10 x 10 x 5 ==> 3,000 Crowns
20 x 20 x 5 ==> 9,000 Crowns
Farmland plots may only be purchased to be put next to a standard building plot that the player owns.
These fees must be paid to the Region Account, although there may be taxes or further fees to pay the Mayor (as mentioned below).
Renting and Buying City Houses
Just like with building permits, the Mayor (or his chosen representative) is in charge of renting out or selling houses within the city walls. The Mayor can:
Set the prices for rent within the town.
Set the prices for selling houses within the town.
Charge taxes on shops, or even the general population if he/she wants.
The Mayor is responsible for collecting rent etc, and in the case of rent not being paid, action should be taken in rp and not by telling mods to collect rent on their behalf.
In order to rent or buy a house or shop in a city or town, a player must do so in rp. There shall be no chatting on OOC about it, except to discuss formalities, or organise meetings. Once the Mayor has approved in rp the sale/renting of the building, a moderator should be informed to adjust cuboids etc.
There are to be at most two people on the cuboid, with exceptions granted for large shops or guild-halls.
Laws for Building in Cities
Making changes to existing space in cities, or adding areas to the cities is not as simple as just gathering the materials and building. The Mayor is responsible for the region's funding, and as such, he manages building in cities, as well as those in the wilderness. In order to make any modifications to the city (excepting the placing of torches, and other trivial matters), the cost is as follows:
The area to be changed/built must be counted as though it were a cube (ie. The smallest cube that can encompass the entire area changed), with a pricing of 8 Crowns per block within the cube.
Example: An area of 5x5x5 will cost 1000 crowns.
N.B. Non-Mayor parties may not authorise or own changes in this manner. This pricing is not for ownership of land within a city, merely the price of changing the area. This is not to say however that a citizen may not fund the city changes out of his own pocket.

When paying rent or purchasing property, the transfer of funds should be made to the Region Account with the /money pay <Region> command, as listed below:

This is not to say however, that bribes to the Mayor, or purchase taxes created by the Mayor cannot be paid directly to the Mayor. Corruption, or simple economics (depending on how you look at it) is a real possibility in the Talarran regions.
