In Talarra, laws have been passed to monitor and manage guilds and groups within their borders: In order to be ratified and recognised as an official guild, the owners of said guild must provide to the government:- A Guild Charter explaining in detail their aims and methods.
- Details of the structure and hierarchy of the Guild.
- A 'founding core' of five members in good stead with the government.
- A property that is listed as the official residence of the Guild, and is owned by either one of the founding core, or a named benefactor.
Any Guild found to be in existence without these details having been approved is subject to termination immediately, through force if necessary.
Now then lovely people, let's explain exactly what that means: In order to set up a guild, you must make a forum post including all of the details mentioned above. After you post these details, they will be looked at by a moderator and either refused or approved. Ok, so I know that some of you will not want to play the paragon of justice, knight of honour, or honest businessman that the Guild rules seem to imply.
It just wouldn't make sense that an illegal or secret guild would have any need to get the government's approval. After all...what kind of evil genius advertises their plan to the establishment?
Nonetheless, if you want to make a group or guild that is secret or illegal, you still must fill in the guild application form. By all means you may entitle it as an OOC application, and it will be treated as thus. You still need a headquarters, five founding members, a charter and the structure of the guild. You may choose to omit the location of the headquarters, but be prepared to divulge the information to a moderator.
I hope this is easy to understand, and you can all see the reasons for such rules,

((This was made as a response to a players question, so I am leaving it here for anyone who also wonders about the inhabitants of Dauer and their "shady" ways.))
For all the people who wonder about Dauer and its inhabitants. Dauer was made as a shady place for shady people to hang out. From what ive seen, Tali is mayor through RP, so he does not run a guild but a town. They also have not named/proclaimed themselves as anything as far as ive seen. The Dauer thieves is just a name people gave them.
Now, if they wanted to be able to get a separate land grant/land area cuboided all for them so that only guild members could touch and no one else for them to give out as they see fit? That requires a guild app.
As it is now, Tali is just the mayor and everyone in that town is doing their own thing, not pushing towards a common goal. They cant give out houses for free there or completely change the setup of the town like they could if it was a guild house/base. Hope this answers your question and anyone is free to correct me on some of these points since I do not know every single fact about them, only what ive learned IC.
